01 · Descent

When a line holds, capital is not the scarce input

Citizenship by descent asks a state to confirm or register nationality through an unbroken statutory line. Government fees are administrative. Legal, translation, and archival costs vary with the file; pass2port does not estimate them and does not check eligibility. See citizenship by descent.

If no line holds, “cheap CBI” is a different question: a statutory contribution plus fees plus diligence, on a programme that is still open.

03 · What a floor is not

Not due diligence, not professional fees, not tax

Government due-diligence charges, dependant add-ons, and professional retainers sit on top of a donation or real-estate floor. pass2port does not invent an “all-in from” figure. Residence-by-investment is a different output — a permit, not a passport — and is not a cheaper second passport.

What is the cheapest second passport in 2026?

There is no honest single number. If a descent line holds, government confirmation fees are typically administrative. If it does not, Eastern Caribbean CBI programmes sit on a published regional US$200,000 minimum; individual donation floors, real-estate floors, government fees, and due diligence are higher and programme-specific. pass2port does not blend those into a marketing total.

Is Dominica the cheapest CBI?
